The representative of the Protestant Federation of Haiti (FPH), Vijonet Demero, calls it quit. He resigned from the CEP on Friday, 1/15/16. Vijonet Demero was also the Secretary General of the Provisional Electoral Council (CEP)

In a letter dated January 15, 2016 addressing President Michel Martelly, Mr. Vijonet Déméro, the Secretary General of the Provisional Electoral Council (CEP) and an electoral adviser, representing the Protestant Federation of Haiti (FPH) has submitted his resignation from the Provisional Electoral Council (CEP) for reasons beyond his control and has disclosed his plan to return to his earlier role at the Protestant Church. We might recall that in the last December Senator Desras had broadcast on several radio stations that Demero took $ 30,000 for favoring a candidate for deputy. An investigation was initiated by the Federation Ethics Committee, together with other bodies, including the National Defense Network of Human Rights (RNDDH). However, they found no evidence supporting the allegation. His resignation came within a week of the resignation (January 7, 2016), of another adviser Ricardo Augustin, a Representative of the Catholic Church. Ricardo was forced to resign on that day.

Ricardo Augustin, a representative of the Episcopal Conference was installed as a member of the 9-member Provisional Electoral Council (CEP) on January 23, 2015. He took charge as the treasurer of the CEP and was entrusted with the responsibility of Artibonite department during October 25, 2015 election. He is the Deputy Dean of the Faculty of Economics, Social and Political Université Notre Dame D'Haiti and General director of Institut Haitien de Social Doctrine Chrétienne (IHDOSOC) Haiti (both since 2011). Recently, in an article titled "The Impossible Consensus", he has said that, for last two decades, Haiti is passing through recurrent political crises, although it is nothing new to this country. There are many instances since the beginning, many elected presidents could not complete their terms. However, this time the crisis has reached such a degree that if we do not take prompt, effective measures, we have to disgracefully surrender to the foreign troop.

The Provisional Electoral Council (CEP) looks currently like a sinking ship where all passengers are trying to get out from before the worst happens. Pierre Manigat Junior is the latest casualty by becoming the fifth member to resign. On Saturday it was made public that Pierre Manigat Junior would be resigning the CEP, bringing it to just four members. At this point, we can all conclude that January 24, 2016 election day not possible.

On November 30th, 2015, Pierre Louis Opont, the President of the Provisional Electoral Council (CEP), had announced that the formation of an independent Commission of Inquiry, as per the petition of the G8 and other political activists, to verify all the Minutes and the preliminary presidential election results would be unconstitutional because the electoral decree does not grant the CEP any authority to form such a commission. We may recall that on November 23, 2015, first eight losing presidential candidates (G8) representing 49.81% of total votes, requested the CEP to form an independent commission to inquire about the alleged frauds affecting the integrity of the October 25, 2015 election. Furthermore, Louis Opont has said, the results were published with confirmation from the Tabulation Center Votes (CTV) and the Office of the National Litigation (BCEN).We may further recall that, following the publication of 2011 election results, the Prosecutor of Port-au-Prince lodged allegation concerning the corruption and fraud within the CEP to Pierre Louis Opont, then the Director General of the Provisional Electoral Council (CEP). However, Opont rejected their allegation and reiterated about the acceptability of the results as the contested results were approved by the National Complaints and Challenges Bureau.

Jacceus Joseph Declines to Approve Election Results. Electoral advisors have approved preliminary election results except Jacceus Joseph. No one knows why he did not validate the results.

Politicians think Joseph did not sign because results went against his ethics. Joseph represents the human rights community, but no one wants to jump to conclusions; they want to hear it straight from Joseph why he did not sign.

National Human Rights Network's Pierre Esperance has not heard from Joseph as to why he declined to sign.

Carline Viergelin selected to replace Néhémie Joseph

The Voodoo Sector has made its choice by selecting Carline Viergelin to replace Néhémie Joseph.

Within a week of the resignation of Joseph Néhémy from the Provisional Election Commission (CEP) on October 2nd, Carline Viergelin has been appointed as her replacement representing the Voodoo and the peasant community on the nine-member council of CEP. The correctness about the news of her appointment published on Le Nouvelliste has been confirmed by the Secretary General of the National Palace because, as per the Secretary General's statement, a Presidential Decree has already names Carline Viergelin as electoral adviser-- just a matter of swearing will bring back the CEP to 9 members. However, none of the leaders of the Haitian Voodoo sects, such as Charles Suffrard (organization Tet Kole Peyizan), Euvonie Georges Auguste (Haitian National Vodouisante Confederation or KNVA) or Augustine St. Clou representing 18 voodoo organizations in the country, are aware of her selection. This shows how the voodoo sector in the country is plagued by divisions.

With the resignation of Nehemy Joseph, a pressure is building on the CEP for a total collapse; the fate of the CEP has become uncertain. It has raised the possibility of more resignation and a question mark on the fate of the October 25 election for president, mayors and members of parliament. In his three page resignation letter to the President, Néhémy has conveyed his frustration with the workings of the CEP. The council has been plagued by credibility problems over decisions and disagreements among members. Joseph had further informed the President about several lapses which were allowed to be continued without any corrective measures, and moreover, he was not happy with the selection of three electoral advisers by the President of CSPJ, Me Anel Alexis Joseph.

Three weeks before the critical vote to elect Martelly's successor, Nehemy Joseph, a member of Haiti's Provisional Electoral Council (CEP) has resigned on Friday, October 2nd, 2015. In his statement to the Le Nouvelliste correspondent, he has said that he was not comfortable with the workings of the Electoral Council towards an inclusive and impartial election and has sent his 3 page resignation letter to the President Michel Martelly. Nehemy Joseph is a member representing the Voodoo and the peasant community on the nine-member council of CEP. His sudden retirement has raised concern about the possibility of more resignations from the embattled electoral body.

What is the difference between CEP, KEP and CTCEP?

What is the difference between CEP, KEP and CTCEP?

Whether it is called CEP, KEP or CTCEP, they are all one single entity. The government agency in Haiti responsible to organize election. Depending on the condition it was created, it will have a different name. Currently, depending on the person referring to it, this body can be called either CEP, KEP, or CTCEP. It doesn't matter what it is called, but we all know that it means the same thing.

Why does the structure have all these names?
The best way to explain why the CEP is sometime called CTCEP or KEP has to do with who decides to form it. However the name that I hear the most is CEP. in this election, I hear some people refer to it as CEP, other times, KEP. what is it exactly?
