Haiti Election Run-Off, January 24, 2016

Haiti Election Run-Off, January 24, 2016

The Presidential election run-off scheduled for January 24, 2016 between Jovenel Moise and Jude Celestin

In the afternoon of Friday, January 22nd, the Haitian electoral officials made an abrupt cancellation of the Sunday's (January 24, 2016) scheduled presidential and partial legislative runoffs, because as per Pierre-Louis Opont, the president of the country's beleaguered election commission, it is no longer opportune for having elections considering the threats against electoral infrastructure and the voters. Minutes earlier to this announcement in a press conference called by Opont at the electoral council's headquarters in Petionville, officers were busy in distributing ballots and other voting materials. Following the announcement, they immediately began to recover them. Opont said, more than a dozen infrastructures, including some private residence of election officials had either been set on fire, or such attempts were made. Violent acts and verbal threats against elections officials became a regular affair. As the chief of CEP, he could no longer guarantee the security of poll workers or the country's 5.8 million registered voters. Less than 30 minutes earlier, following a campaign rally in the city of Ouanaminthe, the government-backed candidate Jovenel Moïse was looking victorious while appearing for an interview in the restaurant of a nearby hotel. Opont's decision has put Haiti on the road of a very complicated process about what is to come, who will take charge of the country after February 7th.

On November 29, 2015, Celestin and other seven presidential candidates, representing 49.81% of the vote, gave an ultimatum that no honest, transparent and credible election is possible by the Joseph Michel Martelly administration in conjunction with the present corrupt CEP along with the support of present Police Nationale d'Haïti (PNH). They demanded a transitional government, which would be empowered to make necessary revisions in the constitution to hold credible free and fair election within next 24 months. The result in no way reflects the support of the common people. Jovenel Moise, handpicked by Martelly as his successor, came to the top with 32.8% of the votes as per published result, while an exit poll on the Election Day (October 25) placed him on the fourth place with a meager 6% vote.

Jude Celestin against Jovenel Moise in Run Off Election

Jude Celestin against Jovenel Moise in Run Off Election

Here are the pictures of the two candidates who will be running in the run off election, Jude Celestin against Jovenel Moise.

As per the announcement of Pierre-Louis Opont, the director general of the Provisional Electoral Council (CEP) on November 5th, the names of the first two finishers in the presidential race are, Jovenel Moïse from PHTK party (511,992 votes or 32.81% of total votes) and Jude Célestin from LAPEH party (394,390 votes or 25.27% of total votes. However, the lead of Jovenel Moïse has raised suspicion of massive frauds. Before the election, some of the pre poll approval ratings or likeliness of the candidates to win the presidential election had shown conflicting results. One cell phone based poll conducted by Miami-based Integrated Communications and Research had given Jovenel Moise the top spot with 20.5% support and Jude Celestin, second place with 12.8%. Meanwhile, Port-au-Prince-based BRIDES' in-person survey had given Celestin a commanding lead of 31.3% to Moise's 12.9%. Since none of them could reach the 50% plus vote benchmark in the October 25 election, or a lead over 25% votes, a run-off election has been scheduled on December 27, 2015.

Jude Celestin Realizes, He Cannot Fight Jovenel Alone
On a note dated November 29, 2015, eight losing presidential candidates (G8) representing 49.81% of the vote, including Jude Celestin, the number two candidate for presidency, have signed an ultimatum notifying their withdrawal from the December 27 run off unless some preconditions are fulfilled. The members of G8 are of opinion that there could be no credible election with the present CEP under the presidency of Joseph Michel Martelly along with the support of present Police Nationale d'Haïti (PNH). They have also demanded a transitional government which would be empowered to make necessary revisions in the constitution to hold credible free and fair election within next 24 months. An exit poll conducted on the election day on October 25th, 2015, revealed a curious feature. There, a little over 6% of the sample voters had said that they have voted for the government-backed candidate Jovenel Moise, and that estimate placed him fourth on the list. Surprisingly, when the result was out, he came to the top with total 511,992 votes or 32.8 % of the votes while Jude Celestin got only 394,390 or 25.2% votes. It is a fact that exit polls are never an exact indicator, but still it is an uneven battle which Jude Celestin cannot win alone.

Jude Célestin Biography

Jude Célestin Biography

Social Media a Weapon against Celestin Defeat

Jude Celestin, in a run-off with Jovenel Moise, risks losing the presidency because of voter fraud, occurring on Election Day. In 2010 Celestin ran under INITE banner. He placed second in the first round, and Martelly third.

To sabotage Celestin, PHTK burned down INITE's headquarters, coercing INITE to abandon Celestin. Third-ranked Martelly overtook Mirlande Manigat to claim victory.

This year Celestin backers are using social media to avoid a repeat of 2010's disappointment.

Here is a picture of seven of the 8 candidates who are protesting, demanding for an an independent investigation. Samuel madistin, Jude Celestin, Sauveur Pierre etienne, Steven Benoit, Jean Charles Moise, Eric Jean Baptiste, Jean Henry Ceant and Mario Andreso.

Following a meeting with the eight presidential candidates (G8) on Monday, November 16, the nine-member Provisional Electoral Council (CEP) has rejected their requests to form an independent commission to verify the preliminary presidential election results, because as per their statement, the electoral decree does not grant them any authority to do so. Earlier, through a joint petition, eight presidential candidates requested the CEP to form an independent commission, which would inquire about the alleged frauds affecting the integrity of the October 25, 2015 election and place common people's confidence in the electoral process. However, Attorney Samuel Madistin, a presidential candidate and spokesperson for the group believes that the existing law in no way prevents the CEP to from a such commission.

As per the announcement of Pierre-Louis Opont, the director general of the Provisional Electoral Council (CEP) on November 5th, the names of the first three finishers in the presidential race are, Jovenel Moïse from PHTK party (1st place 511,992 votes or 32.81% of total votes), Jude Célestin, LAPEH (2nd place total 394,390 or 25.27% votes), and Moise Jean-Charles, Platfòm Pitit Dessalin (3rd place, total 222,646 or 14.27% votes). However, the win in the first round by Jovenel Moïse, handpicked by the outgoing President Martelly, has raised suspicion of massive frauds. Eight Presidential candidates (G8), including Jude Célestin and Moise Jean-Charles with 6 others, representing 49.81% of total votes have signed a joint note requesting the Provisional Election Commission (CEP) to form an independent commission to inquire about the alleged frauds affecting the integrity of the October 25, 2015 election.

Out of the 54 candidates running to replace the outgoing Haitian President Michel Joseph Martelly, the names of two top finishing contestants are Jovenel Moise and Jude Celestin. As per the CEP's announcement, Jovenel Moise, a government backed candidate from the PHTK party of which President Martelly is the President, has received 511,992 votes or 32.8% of the vote in the October 25th poll. Jude Célestin, a Mechanical Engineer from Switzerland, a presidential candidate under the LAPEH banner, is an executive director of the government's construction ministry. He has secured 394,390 or 25.27% of total votes. Since none of them reached the 50% plus benchmark or 25% lead, a run-off election will be necessary on December 27th, 2015. The former senator Moise Jean-Charles, who came third in the official tally with 14.2% votes, has claimed that his supporters have found numerous partially burnt ballots checked with his name and many ballots favoring his support went missing. Otherwise, he would have won half of Haiti's 10 departments.
