Artibonite with an area of 4,887 sq km, is the largest of ten departments in Haiti. As per 2002 Census, it has a population of 1,168,800 with 230 per sq km of population density. Gonaïves (the capital) and Saint-Marc are its two main cities. On 1 January 1804, the independence of Haiti was proclaimed by Jean Jacques Dessalines in the Place d'Armes of Gonaïves. The region is the country's main rice-growing area. Artibonite River (321 km long; 68 km in the Dominican Republic, 253 km in Haiti), the most important and the longest on the island of Hispaniola passes through this department, forming an international border between Haiti and the Dominican Republic for several kilometers, from the town of Pedro Santana to the point where it is joined by the River Macasías, and then turns west into Haiti and the department's name is derived from the Artibonite River. The river is used for irrigation and generation of hydroelectricity. Since February 2004, following an unsuccessful coup attempt by an insurgency, the department is experiencing a state of economic decline.

Eight out of a field of 54 presidential candidates condemned the massive fraud, which provoked random displays of violence in the streets, including at least one shooting. Jude Celestin's supporters waved placards on which were written "Jude or Death". They claimed fraudulence happening during the balloting was aimed at ensuring Jovenel Moise led with the largest share of the vote, 32.81% over second place Celestin at 25.27%.

In a proactive move the OAS/EOM will send a report to the CEP, outlining measures the CEP should take under advisement for the run-off. In particular, the recommendations focus on party monitors, who need clear instructions on what their roles are, and how they will be expected to proceed at the polling stations.

Twelve senators were elected on October 25th. Jean Senatus and Youri Latortue are expected to be added to the list, pending electoral confirmation.

Despite the general consensus among many Haitians the CEP is a corrupt electoral body, the Electoral Observation Mission of the Organization of American States (OAS/EOM) said the preliminary results released by the CEP ". . . are consistent with what the OAS Mission observed on October 25."

The results revealed no one of the presidential candidates achieved 50% + 1 of votes tallied. They also did not garner a 25% lead over other candidates, which is demanded by the Haitian Constitution. A run-off for the presidency will be held in late December. OAS/EOM will be monitoring the electoral run-off.

Prime Minister Evans Paul in favor of a Military force in Haiti

This week, during a visit in the Artibonite department, Prime minister Evans Paul took the opportunity to make his opinion known about a Haitian military force. The Prime Minister who was in the companionship of the officers and soldiers of the Corps of Military Engineering based in Petite Rivière wondered why not a Military force for the protection of the public

On Tuesday, March 17, 2015, the Haitian Prime Miniser Evans Paul visited the hospital La Providence of Gonaïves, the premises of the Agency for the Development of the Artibonite Valley (ODVA) and the Headquarters of the Haitian Corps of Military Engineering, in Petite Rivière de l'Artibonite in the Artibonite department. The Prime Minister was accompanied by three ministers from the Public Health, Agriculture and Defense. The purpose of his visit was to promote and support health care, encourage farmers, and encourages members of the Haitian Military Engineering Corps. Shortly before returning to the capital, he visited the military engineers based in Petite Riviere de l'Artibonite and told them "the nation needs you." He took the opportunity to make his opinion known in favor of a clear military defense corps in the service of the Republic and said if an individual can protect himself at home why not a permanent military defense force to defend the land, air and maritime borders of the nation and the public?
