Jean Max Bellerive Cited For Receiving Seven Million in Bribery
On July 27, 2016, the President of the Commission on Anti-Corruption, Senator Youri Latortue cited the name of former Haitian Prime Minister Jean Max Bellerive (in office 11 November 2009 - 18 October 2011) for possibly receiving close to US$ 7 million kickback for awarding multi-million dollar contracts to some Dominican companies immediately following the 2010 Haiti earthquake. During the time of issuing these contracts he was the Prime Minister under President Rene Preval. Bellerive was born in Port-au-Prince in 1958. His father was a prominent doctor of the World Health Organization (WHO). Bellerive left Haiti at a very young age to study in Switzerland, France, and Belgium. He is a graduate in Political Science and International Relations; he decided to return to Haiti in 1986, shortly before the fall of Jean-Claude Duvalier. He has worked with many public institutions such as the Secretariat of Tourism, the National Port Authority (APN), the Haitian People's Bank (BPH), the Provisional Electoral Council (CEP) and the Ministry of Haitians Living abroad. In last March, the interim president Jocelerme Privert included him in his executive team as the Chief of Staff.

On February 29, 2016, the Provisional President Jocelerme Privert appointed former Haitian Prime Jean-Max Bellerive (under the presidency of Rene Préval), for the role of his Chief of Staff. His other political advisors appointed by him are: Jean-Marie Chérestal (former Prime Minister under Jean-Bertrand Aristide) as a private advisor; Raymond Jeanty (one of the right arms of former President Préval) as director of the National Palace; Daly Valet, former campaign manager of Moïse Jean-Charles, in charge of the national dialogue file; Joanas Gué, Harry Adam, former director of the UCLBP (under Martelly administration), Senator Kelly C. Bastien (Senate candidate - Vérité), former deputy Jean David Génesté are also part of the President Privert advisers. Bellerive (born 1958), the son of a prominent doctor was born in Port-au-Prince. He completed his studies on Political Science and International Relations from Switzerland, France, and Belgium. On 30 October 2009, he was nominated by Haitian President René Préval to replace former Prime Minister Michèle Pierre-Louis. As the 14th Prime Minister of Haiti, he held the Prime Minister's office between 11 November 2009 and 18 October 2011. On 14 May 2011, he resigned as Prime Minister to allow Michel Martelly, the country's new President, to choose his own Prime Minister and Martelly selected Daniel Gérard Rouzier to succeed Bellerive.

Foreign government reaction to the return of Jean-Claude was that of a surprise. The French government that was supposed to be aware of the return stated that they were unaware of the return until Jean-Claude landed in Haiti. They denied any allegation of complicity on their part.
