The ascension of Bishop Chibly Langlois from Haiti to the Cardinal of the Catholic Church is considered by many as a disapproval of the service of Dominican Cardinal Nicolás de Jesús López Rodríguez by Vatican. As a successor to Cardinal Antonio Beras Octavio Rojas, López Rodríguez was appointed as the Cardinal for the entire Quisqueya on July 28, 1991. Cardinal Nicolás Rodríguez has become infamous for his racist remark in favor of resolution 168/13 that stripped away the most basic constitutional rights of nearly 210,000 innocent undocumented Dominicans of which majority are Haitian. Many countries, such as United States, Venezuela, Cuba and CARICOM member states has openly expressed their displeasure against his advocacy for resolution 168/13.
