Recently on 6th February, the Minister of Justice and Public Security (MSPJ) Pierre-Richard Casimir in the presence of other important government officials at a meeting with the graduates of the 5th class of the School of Magistrates (EMA), has announced the names of the forty graduate magistrates as new judges qualified for the appointment. The minister explained the responsibilities of their coveted posts and informed that their appointment will begin March 1, 2015 onwards. The forty graduate magistrates who received the promotion orders as judges on this occasion would receive certificates containing favorable comments on merits from the superiors. Earlier, before President Martelly came to the power, there were only 20 numbers of judges who could qualify from EMA for appointment. President Martelly raised the number to 40.

Not leaving anything to chance, especially with the recent history of elections in Haiti, Justice Minister Pierre Richard Casimir, in a meeting with Ambassador Frédéric Bolduc representing the OAS, asked the organization to help the country meet their election target. The wish is to have Haiti hold their elections before the end of the year, as well as to have the process be inclusive, free, democratic and honest. An agreement was reached for work to be done on a renewal of the official instruction of the judges, and an extension of the legal assistance program.

According to some reliable sources, the order for Pierre Richard Casimir to become the new Secretary of State in Haiti was signed by President Michel Martelly and Prime Minister Garry Conille. The order was already signed by both President Michel Martelly and Prime Minister Garry Conille.

Pierre Richard Casimir was born in Port-au-Prince, Haiti, on February 19, 1970. he received a Law Degree at Haiti State University in 1994.

Mr. Casimir held the following positions in the past: Program Director, USAID Poor Detainees Legal Assistance Program, 1995-1999. Legal Assistant and Interpreter, U.S. Embassy Ministerial Advisory Team on Justice. Legal Counsel to the President of the Republic of Haiti, 1999. Deputy Director, Private Office of the Minister of Justice, 2001. Member of the Private Office of the President of the Republic of Haiti, 2004-2005. General Consul of Haiti in Montreal, 2005.
