Eustache St Lot, former director of BMPAD in custody
May 27, 2016, Eustache St Lot, former director of BMPAD kept in custody by the prosecutor of Port-au-Prince to face with the former minister Wilson Laleau.
Mr. Eustache Saint-Lot, the former General Manager of BMPAD (Monetization Office of Development Assistance Programmes), was held in custody along with his lawyer Patrick Maitre Lawrence by the Commissioner of Port-au-Prince Parquet, since Friday, May 27 till June 3, 2016. They were kept under an order of the Director of the Public Prosecution at a police station in the capital, awaiting the arrival of the former Minister of Economy and Finance, Wilson Laleau who is traveling abroad. However, they were released later on a bail of 100 million gourdes. Wilson Laleau spent five years in the Martelly administration as the Minister of Trade and Finance. He has been also summoned by the new Government Commissioner of Port-au-Prince. Mr. Jean Danton Léger. As per opinion of the new Government Commissioner Léger, Mr. Eustache Saint-Lot and former Minister Wilson Laleau had given contradictory statements against each other in separate hearings in regard to the management of PetroCaribe fund amounting to $1.5 million. The Commissioner wants to question and hear these two men together in the same place and at the same time "to get the truth out of the bottom of the well."

Since the interim President Jocelerme Privert came to power, he has repeatedly denounced the disastrous state of the public finance and has reiterated his commitment to eliminate the looting of public funds, as much as possible. However, as per the last news, the Government Commissioner Jean Danton Leger is still waiting for Minister Wilson Laleau's return and Minister Laleau has not shown any sign that he will come to the rescue of his friend. There is a general opinion that the PetroCaribe fund was a frequent subject of embezzlement by many political partiers during the regime of Michel Martelly.

In September 2015, Mr. Laleau announced a list of 23 specified items which could no longer been imported by road, but only by sea or air (excluding cement). This measure was implemented to enable the Ministry to regain the hundreds of millions of dollars of tax revenue lost to smuggling and to encourage the revival of domestic production to meet the needs of the Haitian population. Wilson Laleau is an economist trained in North America and a professor at the State University of Haiti (UEH) of which he was for several years, the vice-rector for academic affairs. On January 20, 2015, when he was installed as the minister of Economy and Finance by then Prime Minister Evans Paul, he announced the importance to declare a state of economic emergency in the country, and do everything possible to revive the hope for a healthy economy. Prime Minister Evans Paul, before an audience of economic officials, described Minister Laleau as an asset of the government, because his passionate governance has the power to resolve all economic problems of the country.

Some of the responsible positions that Hon. Wilson Laleau had served in the past, include: Minister of the Economy and Finance, Haiti, Governor at Inter-American Development Bank and Governor at The Caribbean Development Bank. He was the Minister of Economy and Finance during the presidency of former President Martelly. As a minister, he initiated a support program for Small and Medium Enterprises (SMEs) in agriculture and agribusiness sector to improve and increase productivity. A funds named ' Industry Development Fund (IDF)' with an amount of 1 billion 200 million gourdes was created to provide loans to agricultural companies fulfilling certain eligible criteria. Under the program, an aspiring beneficiary to the fund must hold a standard unit of land covering an area of 10 hectares or about 12 tiles-- the land could be owned by a single beneficiary or jointly by several land owners which could be construed as one single unit.

Haiti Next Prime Minister - Wilson Laleau or Daniel Supplice
There has been rumors that President Michel Martelly has already selected his next prime Minister. many believe the selection is between Wilson Laleau or Daniel Supplice. Two very good candidates who are, according to many people, should not have any problem in front of the Haitian parliaments to be confirmed
Professor Wilson Laleau is the Vice Rector, Academic Affairs, Université d'Etat d'Haiti and sociologist Daniel Supplice is also well qualified and was already targeted to become a member of the Martelly's cabinet.
