Petion took control of the whole land and declared haiti a Republic with the blue and red flag. By the way, if you think Petion is the founding father of Haiti, your flag is Blue and Red, but if you believe J.J. Dessalines is the founding father of Haiti, your flag cannot be no other, but Red and Black.
