She promised returns as high as 22 percent, by telling the people that she was buying and selling rice in India with the money.

The Cannibal Army was founded in the city of Gonaives.Its original name was not Cannibal Army but rather Popular Organization for the Development of Raboteau. the group was created in the mid 1980s under the stewardship of Amiot Metayer. The Cannibal Army was created to resist the dictatorial rule of Duvalier and was a major oppose of the 1991-1994 military regime.
