The 9 laureates for baccalaureate exams, 2014-2015 in Haiti
The state exams in Haiti have the reputation of being one of the most difficult exams in the school system in the country. Historically, it has had a success rate of between 20 and 30 percent of passing the test for the first time. This year, we have the results of those who not only passed the baccalaureate exams, but with flying color.
Nine students have taken top honors in baccalaureate exams this year: three in West Department; three in South Department; one each in Northwest and Northeast Departments; and highest exam taker from Ouanaminthe.
But the government of Haiti's (GOH) plan for free education for all is failing miserably. In 2012 the National Education Fund (NEF) was raided for other GOH priorities. In addition GOH has illegally taxed the telecommunicatons and banking sectors to invest in the NEF.

Alarming Results on National Examinations
The Haitian education system is performing poorly on national examinations. Of 417 schools, 10% or fewer students were promoted. Of 800 schools, less than 20% were advanced to the next fundamental.
Reforms to the education system include the requirement to hold a teaching license and its renewal, subject to continued professional development. At all education levels schools must hold an identity card of establishment, and cannot operate without one. Lastly new private schools may not open without prior approval of the Ministry of National Education.

After releasing examinations results data for the 6th Fundamental Year on July 26 the Ministry of education has now released updated results for the ten departments. The results indicate that the success rate for all the ten departments was 70% and above with Center having the lowest rate at 70%. North department took the lead according to the statistics with a high of 82% success rate. Artobonite and NorthWest follow closely with 79% and 78% success rates respectively.
