Councilman Jacques Despinosse was born in Port-de-Paix, Haiti. He immigrated to the United States in 1968, where he became a small business owner in Brooklyn, NY. He moved to Florida in 1977 and has lived in North Miami since 1989.

Here is the three major Haitian candidates running in the North Miami election 2013

The mayoral runoff is between Lucie Tondreau and Kevin Burns.

In District 3, you have two Haitian candidates who have been qualified for run-off. The political newcomer Philippe Bien-Aime is facing in the runoff Jacques Despinosse, a former city councilman.

Bien-Aime received 41.3 percent of the votes, compared with Despinosse, who received 27.4 percent.
