The CEP was careful not to release results too early in order to allow election officials more time to resolve complaints of fraud, 162 of them. Out of that number 43 were analyzed as authentic, and sent to the tabulation center.

Jacceus Joseph, an Election Council member and representative of human rights organizations, declined once again to be a signatory to the preliminary results. He is worried there has been an obfuscation of the balloting process and charges of fraudulent voting as well as missing ballots.

In a proactive move the OAS/EOM will send a report to the CEP, outlining measures the CEP should take under advisement for the run-off. In particular, the recommendations focus on party monitors, who need clear instructions on what their roles are, and how they will be expected to proceed at the polling stations.

Twelve senators were elected on October 25th. Jean Senatus and Youri Latortue are expected to be added to the list, pending electoral confirmation.

An incident of electoral fraud, one of many, occurred when candidate, Carlo Estard of Ayiti An Aksyon party, was arrested for voting many times, violating the electoral decree. Incidents of a polling place set on fire and a violent beating due to election fraud were exceptions to a mainly peaceful process.

Organization of American States Chief Celso Amorim, struck a hopeful note when he remarked ". . . Haiti appeared to be moving in the right direction."

National Defense Network of Human Rights, Pierre Esperance, differed, pointing out strong-arm tactics used to discourage people from voting. Of those many registered to vote, their names did not appear on electoral lists. Conversely, a party representative was found to have voted three times over.

At Tabarre party representatives took advantage of elderly voters, persuading them to vote for a PR candidate. Secretary General of Organization of People in Struggle, Saveur Etienne, said PRs badgered voters to vote for Jovenel Moise, President Martelly's favored candidate. Ex-President Aristide emerged from his home in Tabarre to vote for his party's Fanmi Lavalas candidate, Maryse Narcisse.

(Mrs.) Maryse Narcisse, a physician, former Minister of Public Health and an ex-employee of USAID with backings of former president Jean-Bertrand Aristide. Celestin was eliminated in the second round of 2010 election following a recount by the OAS observers.

On Sunday, President Martelly and presidential candidate Jude Celestin were seen to cast their votes at a voting center in Lycée Petion-ville within a gap of ten minutes. Another presidential candidate, Eric Jean Baptiste under the banner of the Mouvement Action Socialiste and owner of Père Eternel Loto, who shot himself once while cleaning his gun at home in last March, was seen to cast his vote at the voting center under cover of own armed guards.

Haitian Police Chief, Godson Orelus, has had his commission extended for three more years by presidential decree, since Haiti won't have a sitting parliament until 2016.

Orelus has hired 100-plus officers with known ties to Martelly, with more than a third of them lacking police academy training.

The police have allowed violent behavior to predominate at August's parliamentary elections to discourage balloting at the polls. In other instances they have used excessive force against peaceful protestors.

It has been reported that supporters of PHTK have been attacked by a Gunmen.

On Friday, September 18, at around 7:00 PM, two days after the launching campaign of Platform Parti Haïtien Tèt Kale (PHTK), the members and supporters of PHTK were attacked during their presidential campaign by some unidentified armed individuals in the commune of Limbé in the Northern department. During the attack, the supporters and members were moving on a campaign caravan and waiting for the arrival of their presidential candidate, Jovenel Moïse, any moment. The Platform PHTK has postponed the meeting to a future date to avoid any untoward incident. It has been learnt that the armed attempt was made in order to prevent the gathering of the supporters and sympathizers of the movement Tèt Kale.

Here is the second page of the document that have been circulating on the net regarding efforts to advance the candidacy of PHTK candidate Jovenel Moise to make him competitive with candidate Jude Celestin.

Beside a request to have BOUCLIER candidate Steeve Khawly out of the competition, the document also noted the engagement of OSTOSSOLA to run the campaigh of Jovenel Moise with a contract estimated at 3.5 million US dollars. The document also asked for the government to put 1.75 million dollars available to the campaign of Jovenel Moise

Also the document noted that all the Political Parties close to PHTK need to rally behind one candidate, that of Jovenel Moise

Here is the first page of a two page document that have been circulating on the net. From what we observed on the document, it was issued by the "Bureau de Strategie de Jovenel Moise. On the first page, the document with PHTK heading was addressed to President Michel Martelly. It is dated September 14, 2015. The document outlined the steps that need to be taken by the current government to bring the PHTK candidate Jovenel Moise toward his election on the first round.

Among the steps recommended is the removal of the candidacy of Steeve Khawly of Bouclier, removal of financial support of his candidacy. In addition, to put a stop at the financial support of the private sector to the candidacy of Bouclier. The document also discussed the fact that the current PHTK vote is split between Bouklier and PHTK

A new political organization, Haitian Party Tet Kale (PHTK), has been legally sanctioned to function within the electoral process. Already it has gained interest among political parties Konbit Sides, Ayiti An Aksyon, and President Martelly's Pati Politik Peyizan.

Chief of Staff Anne Milford has been chosen to head PHTK and Minister for Women, Yanick Mézile will lend her ministry's support. There are 5,000 PHTK members throughout the country.
