CEP refusal to independently verify votes

Following a meeting with the eight presidential candidates (G8) on Monday, November 16, the nine-member Provisional Electoral Council (CEP) has rejected their requests to form an independent commission to verify the preliminary presidential election results, because as per their statement, the electoral decree does not grant them any authority to do so. Earlier, through a joint petition, eight presidential candidates requested the CEP to form an independent commission, which would inquire about the alleged frauds affecting the integrity of the October 25, 2015 election and place common people's confidence in the electoral process. However, Attorney Samuel Madistin, a presidential candidate and spokesperson for the group believes that the existing law in no way prevents the CEP to from a such commission.

Sauveur Pierre Étienne (born September 5, 1959) is a politician, political scientist and a teacher of Haiti. He is the coordinator of the Struggling People's Organization (or Organisation Politique Lavalas) political party created in 1991. He obtained his Master Degree of Science Development in the Faculty of Ethnology from the University of Haiti and Masters in Social science from at the Latin American Faculty in Mexico and finally a PhD in political science at the University of Montreal. During his election campaign, he had promised his government will have economic and social policy to bring investment towards the domestic growth sectors, adopt suitable land management legal framework. He was one of the 54 Presidential candidates in the October 25 election. Under his OPL banner, he has obtained 30,227 or 1.94% of total votes and came seventh in the list. He is one of the eight candidates to sign the memorandum demanding the CEP an Independent Commission to investigate the alleged frauds affecting the integrity of the October 25, 2015 election.

Professor Etienne, running for the Haitian presidency, was assailed by University of Haiti students on the UOH campus.
Etienne, representing Organization of People Struggling, spoke of UOH as ". . . a space where differing ideas can be presented in peace . . ." This provoked some students to throw chairs at Etienne.
The reaction points to Haiti's fragile electoral system, in which PEC President Opont is accused of operating a corrupt electoral process. Haitians demand Opont be removed immediately.
OPL Primary election nomination for President

On Friday, March 28, 2015, the Organization of People in the Struggle (OPL, Organisation du Peuple en Lutte) has submitted four names as nominations for the President of the Republic of Haiti (POH). These four registrants are: present Senators Francois Anick Joseph and Francesco Delacruz, Party Coordinator, Professor Sauveur Pierre Etienne, and former coordinator Edgard Leblanc Fils. Neither of the primary candidates have disclosed their visions publicly, but it is expected that that will remain consistent with the policy line of the OPL as the party dubs itself as "the most organized among the political parties in Haiti". Recently, on an FM radio interview, Sauveur Pierre Etienne has said that this is the first time ever in the history of Haiti that a political party will hold primaries for a presidential election.

Sauveur Pierre Etienne did not pull punches while on air with Caraibes FM, speaking about Haitian President Michel Martelly. The National Coordinator of OPL stated that President Martelly's move now to push forth the long-awaited amendment to the constitution will be a disastrous one for him. He puts forward that that action would mean the President's resignation. Professor Etienne isn't the only one who believe the publishing of this constitutional amendment would be an error for the Martelly administration. Professor Jean Vernet Larose also believes it will cause more harm that what it would solve.
