Robert Anglade, the owner of Hotel Jardins Sur Mer in the region Zanglais became the victim of a terrible crime. He was assassinated at his home on Thursday April 7, 2016, shot dead by an unknown individual.

He was 74 years old

As per MINUSTAH and the Institute for Criminal Policy Research statistics of December 2015, considering an estimated Haitian population of 10.78 million, prison population rate per 100,000 in the country is 102. Haiti has an official capacity of 2,431 inmates in its 17 prison systems; however, the number of 11,046 detainees translates the occupancy rate to 454.4%. The country boasts the worst overcrowding in the world. The prisoners rarely get any recreational time. They sleep, eat and live in about the space of one-quarter of a twin bed (0.4 square meter space) whereas the international recommended standard is 5.4 square meters of space. Some of the major reasons of overcrowding might be due to the snail-paced legal system, prolonged pre-trial detention (share of pre-trial detainees is 70.9% of the prison population), lack of qualified health personnel and insufficient budgetary allocations. Large numbers of the prison inmates spend more time in prison than the jail term they receive after trial.

From Seduction to Kidnapping, New strategy by Haitian criminals

Haitian criminal can not be accused for lack of creativity. Here is an example where crime moves from seduction to Kidnapping,

Haitian kidnappers have innovated a new trick to deceive citizens for ransom. Some of their accomplices are girls, who seduce boys in the discotheques and propose them to go out with them. When the boys agree, the girls lead them to their accomplice kidnappers. Recently, on February 20, 2016, the Deputy Spokesman of National Police of Haiti Inspector Gary Desrosiers has alerted citizens to remain cautious of this new strategy used by the bandits of kidnapping rings. We might remember that Haiti successfully curbed its kidnapping rate in the early 2014 since the United Nations provided anti-kidnapping support led by Robert Arce, a veteran American cop and law enforcement consultant. Within a tight limited budget and a span of two years, Arce introduced cell phone log exploitation, community policing, and some cultural diplomacy to track criminals. Now, the criminals are innovating new ways to resurface again.

Roberta Edwards (55) was an American missionary who dedicated her life to serve the children of God in the impoverished nation of Haiti. She was the director of SonLight Children's Home in the capital city, where this kind hearted missionary used to provide care for 20 orphaned children and feed around 160 children at least twice a day, five days in a week and educational supports to them under the programs of Estes Church of Christ in Henderson, Tennessee since 2002. On October 10th, 2015, Roberta was killed by two gunmen near her foster care home while she was returning from a gas station with three of her young charges. The gunmen emerged after her car was intentionally blocked on a rutted, dirt road. She was shot multiple times and the killers snatched a 4-year-old boy Jonathan "JoJo" Paul, out of the three traveling with her, and sped off in a vehicle with tinted windows. The motives behind the murder and kidnap are still unknown.

Jean Senatus, running for the senate, proposes he will introduce bills in Parliament to start youth programs; reclaim support checks for widows of dead police officers; support the education of children of slain police officers; and support their spouses until they remarry.

He wants an end to tax increases, and proposes to increase fines for citizens' police abuse. His position on abortion is pro-life (exceptions being rape victims, a malformed fetus, or risk to the mother's life).

The National Police of Haiti graduated its 125th class of 118 police agents in January. President Martelly, Prime Minister Evans Paul, and senior government officials attended the promotion ceremony. Also present were Director General of the HNP, Godson Orelus, and Justice Minister Pierre-Richard Casmir.

Paul spoke to the agents about their role to maintain peace, defend the Constitution, promote rule of law, and establish a secure environment to hold fair, free, and democratic elections.

Petit-Goâve placed under the supervision of central government of Haiti

The town of Petit-Goâve has been placed under the supervision of central government of Haiti. According to Secretary Reginald, this action was necessary following the unfortunate events that agitate for several weeks the community.

Since last August, the residents of Petit Goâve were agitating against the representing deputy Jacques Stevenson Thimoléon and the town's mayor, Sandra W. Jules. They were demanding both to resign as they are dishonest, harsh and corrupted. The agitation for several weeks had developed to such a level that it disrupted every basic service of the Municipal Administration to the community. To improve the situation, Reginald Delva, the Minister of Interior and Territorial Communities (MICT), on a memo dated October 16, declared that the Ministry of the Interior has decided to place the town of Petit-Goâve under the administrative and financial supervision of the central government through a Technical Special Committee (CTS). The committee will remain responsible for making and approving all decisions related to the management of the city hall and hold accountable to bring the situation back to normalcy.

According to the Prime Minister, Haiti‬ has tremendous challenges ahead. He discussed the problem of holding election in Haiti as scheduled, that the Martelly-Lamothe government is making lots efforts to meet with the various sectors of the population. Prime Minister Lamothe stated that these elections will be conducted as soon as possible.

Other area that the Primer Minister touched on was energy security and the rule of law and security in general.

Finally some good news for Haiti. A recent report indicated that Haiti has seen a sharp drop in homicide rates in recent years.

This improvement in security happened just for the past five years. Homicide in 2004 in Haiti was averaging 19 per 100,000 people. In 2009, that number decreased to just three persons per 100,00.
