Flag Day in Cap-Haitian in 1964
Here is a picture of Cap-Haitian in 1964 during Flag Day on May 18.
This was a time when a referendum orchestrated by Francois Duvalier was rigged with all ballots already marked yes. Also, no limit on how many times each person could vote.
During this election, 2.8 million people voted for a proposal to change the constitution. It was recorded as 3,234 against.
The National Assembly approved the vote on June 21, 1964 and Duvalier was sworn.
