On June 6, 2016, the Chairman of the election committee (CEP) Leopold Berlanger has invalidated last year's presidential elections and has announced in a press conference that the Provisional Electoral Council (CEP) will hold a fresh election in next October 9, 2016, and January 8, 2017. The Provisional Electoral Council will work under the advice of the Verification Commission, which in last May recommended annulling the published results of the last presidential election and making preparation for a new election. The CEP has to make arrangements for legislative elections for some centers also which remained pending in some parts of the country. Leopold Berlanger said, his commission is presently working to resolve issues with "Mandataires" or poll watchers who were responsible for massive frauds. In the last election, over 1 million blank accreditation cards were issued as "Mandataires" and that allowed them to cast multiple ballots at polling stations in such a way so that it was impossible to determine the number of voters who went to the polls.

On March 30, 2016, at the Court of Cassation (Champ-de-Mars) Councillor Leopold Berlanger representing Press sector, was appointed as a member of the 9-member Provisional Electoral Council (CEP) by the interim President Jocelerme Privert. On the following day, he was elected as the President of the CEP by the other members of the council. The new nine member CEP under Berlanger has been constituted with the following representations: 1) Léopold Berlanger (Press sector): President; 2) Carlos Hercule ( Episcopal Conference of Haiti): Vice President ; 3) Marie Frantz Joachim (Woman sector): General Secretary; 4) Frinel Joseph (Reformed worship): Treasurer ; 5) Kenson Polynice (Peasant / Voodoo sector): Member ; 6) Marie-Herolle Michel (Patronal sector): Member; 7) Josette Jean Dorcély (Union sector): Member ; 8) Jean Lucien Bernard (University sector): Member ; and 9) Jean Simon Saint-Hubert (Human Rights sector): Member. The verification Commission has noticed that during the last election, there were many instances where the number of untraceable votes (the CEP termed them zombie votes, the figure was about 448,000 or 29% of total votes) exceeded the legitimate votes. To some extent, it was caused by the representatives of political parties and election observers who were on election duty; they did not fill the required "procès-verbal de carence" which were meant to be filled by them while casting votes at the polling stations where they were engaged instead of where they were registered to vote. Recently, the CEP has put to end to this practice that allowed them to cast vote anywhere they want.

On Wednesday, March 30, 2016, at the Court of Cassation (Champ-de-Mars), the 9 members of the Provisional Electoral Council (CEP) were appointed by the interim President Jocelerme Privert. Léopold Berlanger representing Press sector and Carlos Hercule, representing the Episcopal Conference of Haiti were elected as the President and Vice President respectively. At the meeting with the Provisional President Privert on 19 April 2016, the new CEP submitted their proposed plan of actions that should be implemented for achieving the remaining election process. Their proposed agenda included: assessment of the function of electoral machinery, dialogues with the government, civil societies, and between the CEP on implementing a more transparent and strict management of the election process, reinforcing autonomy within the CEP, reopening of the relevant municipal records and the modernization of the electoral system. Prime Minister Jean-Charles Enex, and the Minister of Finance, Mr. Yves Romain Bastien were present in the meeting with their respective high officials. Among the points discussed include: the budget of the future elections and discussion on the CEP's fund requirement.

Here is a picture of Mr. Mosler Georges, Executive Director of CEP who just announced his resignation.

On May 21, 2016, Mr. Mosler Georges (born May 10, 1974), the Executive Director of CEP, submitted his resignation by a letter addressing Mr. Léopold Berlanger, the President of the Provisional Electoral Council (CEP). His resignation came amidst increasing criticism from political actors demanding his departure from the CEP. He has been replaced by Uder Antoine, the General Coordinator of the Office of Management and Human Resources (OMRH). His resignation came without any prior information or explanation. As per his statement, his decision to resign would take effect on receipt of the letter. Mr. Mosler Georges is an experienced lawyer. He was the Head of legal affairs of the NPC / North and legal advisor to the electoral section of MINUSTA. He has represented and took charge of many important offices relating to investigation of electoral process and drafting of electoral bills. With a specialization in human rights, he was the member of the Office of the Secretary of State for the Integration of Disabled Persons.

Here is a picture of Uder Antoine, the new Executive Director of the CEP.

On May 23, 2016, as per the announcement of the electoral institution, Uder Antoine, has been installed as the new Executive Director of the Provisional Electoral Council (CEP), Haiti. He has taken charge from his predecessor Mr. Mosler Georges, who resigned on Friday 20 May. Since December 2015, during the presidency of former President Michel Martelly, Uder Antoine had been serving as the general coordinator of the Office of Management and Human Resources (OMRH). On Monday, May 23, his investiture ceremony took place on the Stéphen Archer Street in Petionville. Léopold Berlanger, the President of the CEP installed him as the new Executive Director of CEP replacing the outgoing Director Mr. Mosler Georges.

Councillor Leopold Berlanger (born in Port-au-Prince in 1955), installed on 30 March, 2016, as a member of the new Provisional Electoral Council (CEP) has been elected as the President of the CEP on March 31, 2016, by other members of the council. The task of the new CEP will be to organize good, credible elections in the best conditions and in the shortest possible time, inspiring the confidence of the voters fulfilling all the implementations as per the Constitution. Leopold Berlanger is a graduate in Human Sciences degree on Social Work from Ecole Normale Supérieure of the University of Haiti, Higher Institute of Earth Sciences of the ITC, Netherlands (1980). He is a Doctorate in Sociology (1 St year of a 3rd cycle Doctorate) from the School for Advanced Studies in the Social Sciences at the University Paris V, Sorbonne in France and holds a Certificate in Regional Planning and Development Planning, University Paris I, Sorbonne France (1982). He participates in the management of many institutions and can write and speak Creole, French, English and Spanish.

The Provisional Electoral Council was first evolved as an interim solution in Haitian's 1987 Constitution to oversee the first presidential and local elections. It was then decided that after the first election, a Permanent Electoral Council would be established as per Article 192 for future elections, but that has never been constituted. All elections since 1990 were run by Provisional Electoral Councils. Recently, on March 29, 2016, the interim President Jocelerme Privert appointed a 9-member Provisional Electoral Council. The council, on March 31, 2016 following their installation and swearing-in, held the first working session and elected their office bearers with the following responsibilities. 1) Léopold Berlanger (Press sector): President; 2) Carlos Hercule ( Episcopal Conference of Haiti): Vice President ; 3) Marie Frantz Joachim (Woman sector): General Secretary; 4) Frinel Joseph (Reformed worship): Treasurer ; 5) Kenson Polynice (Peasant / Voodoo sector): Member ; 6) Marie-Herolle Michel (Patronal sector): Member; 7) Josette Jean Dorcély (Union sector): Member ; 8) Jean Lucien Bernard (University sector): Member ; and 9) Jean Simon Saint-Hubert (Human Rights sector): Member.

On Wednesday, March 30, 2016, at the Court of Cassation (Champ-de-Mars), the 9 members of the Provisional Electoral Council (CEP) appointed by the interim President Jocelerme Privert through a presidential decree on March 30, 2016 were sworn-in and installed with the stated object to organize credible, transparent and inclusive elections. In accordance with the statement of General Policy of the Prime Minister, the main tasks of the 9-member Electoral Council will include (i) Resume the electoral process after evaluating the steps already taken; (ii) Implement technical recommendations and (iii) Finalize and announce the election results. On the following day, March 31st, after the swearing-in and installation ceremony, the new members of the CEP held their first working session to elect their office bearers. Léopold Berlanger representing Press sector and Carlos Hercule, representing the Episcopal Conference of Haiti were elected President and Vice President respectively.

Here is a picture of Me Carlos Hercules, a member of the new Provisional Electoral Council (CEP)

Carlos Hercules, representing the Episcopal Conference of Haiti, is a new member and the Vice President of the new Provisional Electoral Council (CEP) formed on Tuesday, March 29, 2016, at the National Palace. Hercules always have remained fearless, never bowed to pressure whether as one simple lawyer or as the President of the Bar of Port-au-Prince, or as the President the Federation of Bar Associations of Haiti (FBH). He raised his voice when Judge Lamarre Bélizaire acquitted the alleged leaders of the gang Galil, Woodly Ethéart, aka "Sonson Lafamilia" and Renel Nelfort aka "Le Récif". He never remained silent on the issue of untimely payment of remuneration to the electoral operators. In 2002, with an experience of four years (since 1998), he refused to become the President of the Bar, because the decree that regulates the legal profession in Haiti, permits a lawyer to become a member of the Order, if he/she has completed five years since his/ her swearing.

On Tuesday, March 29, 2016, at the National Palace, the Interim President Jocelerme Privert, accompanied by the Prime Minister, Enex Jean-Charles chaired the first Council of Ministers of the new government. During this first Council of Ministers, a decree appointing 9 members of the new Provisional Electoral Council (CEP) was adopted. The following list of these members was published in the official newspaper of the Republic. 1) Carlos Hercule : Episcopal Conference of Haiti ; 2) Frinel Joseph : Reformed worship ; 3) Kenson Polynice : Peasant / Voodoo sector ; 4) Marie-Herolle Michel : Patronal sector ; 5) Josette Jean Dorcély : Union sector ; 6) Léopold Berlanger : Press sector ; 7) Jean Lucien Bernard : University sector ; 8) Marie Frantz Joachim : Woman sector ; and 9) Jean Simon Saint-Hubert : Human Rights sector. On Wednesday, March 30th, they were sworn in before the President, Prime Minister and judges with the commitment "to respect the Constitution and the laws of the Republic, to fulfill my duties accurately and with loyalty and conduct myself in all with dignity."
