Enex Jean-Charles

Here is the meeting conducted to finalize the terms for the creation of the Commission of Verification. Present at the meeting was President Jocelerme Privert, PM Enex Jean-Charles and others.

As per news reports dated 17 April, 2016, the terms of reference of the Independent Commission of Electoral Evaluation and Verification were submitted to the Interim President Jocelerme Privert for validation purpose. On the same day, these terms of references were discussed, approved and signed by the representatives of more than a dozen of political parties after several hours of discussions on the work of this Commission. Some of the important terms of reference which were approved include: (a) development of a methodology for a technical analysis of the data; (b) purify the voting process by analyzing the signing and counting sheets, partial electoral lists, ballots, minutes of counting, minutes of deficiency and incidence minutes; (c) evaluation of registered complaints; (d) compliance of voting and counting processes; and (e) identify the perpetrators, beneficiaries and victims of serious irregularities or frauds.

Now with the Interim President Jocelerme Privert and the Prime Minister Enex Jean-Charles, the country has found four able hands of administration, unlike the earlier Martelly-Lamothe tandem, where both were inexperience to manage the uphill tasks lying before them. The Privert-Jean-Charles has a heavy responsibility to complete the remaining election process in a fair and credible way. A responsibility which is comparable to working on a minefield. Since no election could be arranged before April 24th, the agreement of February 5th, 2016, has been scrapped. The nation is depending on these two experienced men, President Privert and Prime Minister Enex Jean-Charles. The time will tell how they could guide us to a better tomorrow.

Here is a picture of former Senator François Anick Joseph who became Ministry of the Interior and Territorial Communities.

In a circular note dated April 1, 2016, by the General Directorate of the Ministry of Interior and Territorial Communities (MICT), the executives and the other employees of the department were informed that Mr. François Anick Joseph (born December 23, 1961) will be installed as the new minister of the Ministry of the Interior & Territorial Communities. His installation took place on the same afternoon. The portfolio of this ministry was earlier given to Pierrot Delienne, temporarily, along with his Ministry of Foreign and Religious Affairs on March 28, 2016. François Anick, a member of the ALTENATIV political party is a teacher by profession. We might remember that, following the chaotic August 9 election, then Senator Anick Joseph from Artibonite, on behalf of a joint committee, demanded the arrest of the President of CEP, Pierre Louis Opont. He accused Opont of misusing the $38 million election fund, which he received on behalf of the State, but he led the country to a dead end.

After the rejection of Haiti's interim president Privert's first Prime Minister Nominee Fritz Alphonse Jean by the parliament, President Privert proposed another name as Prime Minister Nominee, Enex Jean-Charles. Jean Charles is a civil servant and professor of administrative law and a longtime adviser of the National Palace. Following the verification of his eligibility criteria by the Special Parliamentary Committee, the new Prime Minister has received the approval of the Haitian Chamber of Deputies with 78-1 votes. His 15-member cabinet has received approval from both the Senate and the Lower Chamber. Earlier to this appointment, he was one of Privert's advisers and president in the ministerial cabinet as Minister of Planning and External Cooperation in the eventual government of Fritz-Alphonse Jean. He has many published research reports and articles on administrative matters to his credit. He is a well known figure in the international community of professors, politicians and community leaders. Enex Jean-Charles is well known in politics since 1988. He is a friend of everyone, but with fewer enemies.

Now Haiti has a new prime minister named Enex Jean-Charles, amid its political crisis. The new Prime Minister is a civil servant and professor of administrative law who has served as adviser to several presidents. On late Thursday, March 24, 2016, the Senators have voted 20- 0 in favor of Enex Jean-Charles' general policy statement. However, finding a consensus over his nomination was not an easy task, because a group of deputies played hardball with his nominator Privert, refusing to provide a quorum for the hearing until a list of their demands were met. Their main demands were publication of a new election date, and the publication of mayoral results which had been put on hold till the names of the new members of the Provisional Electoral Council are decided. It is unclear how their demands and myriad of problems with their constituencies were met. The President of the Chamber Cholzer Chancy after several requests had mentioned that this is a provisional government with limited mandates. Finally, the new Prime Minister has got approval of the parliament for his 15-member cabinet from both the senate and the lower chamber. The new cabinet is composed of 18 ministries, which would be managed by 15 ministers who have sworn in as part of the country's interim government.

Vote of confidence on the general policy of Prime Minister Enex Jean-Charles on March 24, 2016

On March 25, 2016, after receiving the vote of confidence on his general policy in the Senate of the Republic, the new Prime Minister Enex Jean-Charles said, he felt honored because the Senators have bestowed confidence on his general policy. Earlier in the day, the Chamber of Deputies approved his general policy statement with 78-1 votes; 2 deputies remained abstained from voting. With this approval, now the country has a new Prime Minister and a 15-member cabinet. It is a definite positive move during the transitional period until a new president is elected as per February 5th, 2016 agreement and a critical step toward concluding postponed elections.

Here is a picture of Prime Minister Nomimee Enex Jean Charles at the Haitian Parliament submitting proper documentation for his ratification process

The Haitian Chamber of Deputies approved the general policy of the new Prime Minister Enex Jean-Charles on Friday, March 25, 2016 with 78 votes in his favor. One vote went against him and one member did not participate in voting. The new Prime Minister did not waste any time following his appointment to announce his 15-member cabinet which was approved in both the senate and the lower chamber. Two days before, on March 23, 2016, as a Prime Minister Nominee, he had submitted documents to a Special Parliamentary Committee to initiate his eligibility verification process. Earlier, on 22 March 2016, by a decree, the interim President Jocelerme Privert named Jean Charles Enex as the new Prime Minister and before the formal appointment, his nomination was approved through a consensus among the lawmakers.

Enex Jean-Charles and 15 cabinet members sworn in on March 28, 2016. Among the people present were former Prime Minister Evans Paul who was very critical of President Jocelerme Privert.

Installation of the new Prime Minister was completed following the confirmation of Haitian parliament and the new nine-member Provisional Electoral Council (CEP) has been established for organizing the second round of presidential elections, remaining parliamentary elections, and local elections to complete the electoral process begun in 2015. On March 28, 2016, the former Prime Minister Evans Paul has transferred his power to the new Prime Minister Enex Jean-Charles at the National Palace in the presence of the Interim President Jocelerme Privert. On the same day, the new Prime Minister and 15 cabinet members have sworn in as part of the country's interim government. Some activists, who were present at the ceremony of the transfer of power between the two Prime Ministers, showed their dissatisfaction with the former Prime Minister Evans Paul, and interrupted his message delivered for the occasion.

Before being named as the new Prime Minister, he was one of Privert's advisers and was president in the ministerial cabinet as Minister of Planning and External Cooperation in the eventual government of Fritz-Alphonse Jean. Enex Jean-Charles is well known in politics since 1988. He is a friend of everyone, but with fewer enemies. He is a Professor of Administrative Law at the Faculty of Law and Economics (FDSE) of the State University of Haiti in Port-au-Prince (since 1991), and to the Valparaiso University in Port-de-Paix (since 2006). He has numerous published research reports and articles on administrative matters relating to decision making, local participation and development of administrative policy to his credit. He has extensive professional experience in the United States, Belgium, Ireland and the Republic of Georgia on community development projects. He is a well known figure in the international community of professors, politicians and community leaders.

Following the rejection of Mr. Fritz Jean by the Chamber of Deputies, President Jocelerme Privert has issued a decree om March 22, 2016 appointing Enex Jean-Charles as the new Prime Minister. Before the appointment was made, President Privert had consulted with various political blocs in the Haitian parliament

On Sunday, March 20, 2016, following the rejection of Fritz Jean as the Interim President's pick for Prime Minister, the Parliament got ready to vote for his next pick, Enex Jean-Charles as the Interim Prime Minister,. This happened after meetings between Privert and parliamentarians on Tuesday, March 22, 2016, for finding a consensus over his nomination. Enex Jean-Charles (born July 18, 1960) is a longtime presidential adviser, administrative law professor and a seasoned lawyer who has remained behind the scenes in the National Palace for years since the rule of Presidents Boniface Alexandre (March 2004 to June 2006), who headed the U.S.-backed transitional government between 2004-06. Jean Charles served as the Secretary General of the Council of Ministers, with the rank of minister. He was a member of Rene Préval's private cabinet (December 2007 to May 2011); and more recently, served as an adviser to Martelly (since June 2011).
