Presidential candidate Jean Chevalier Sanon has been disqualified. He has violated Article 135 of the Constitution by holding a Canadian passport and retaining his Canadian citizenship.

The Constitution is clear a candidate cannot hold dual citizenship. They must be a Haitian only without ". . . any other nationality at the time of registration."

The electoral Council under its protocol, will turn his case over to a criminal court to be reviewed.

The Board Department Head of the Provisional Electoral Council (CEP) Mr. Lucien Joseph Hébert who was in charge of the production and distribution of election mandates, has been accused by the CEP for abandoning his post in the CEP with some sensitive CEP materials which were supposed to be used for and distributed before the election. While rejecting the accusation, Joseph Lucien has said, he never fled but submitted his resignation on the midnight of August 8. Regarding the mandates, he has stated that the UNDP (United Nations Development Program) delivered a digital printing machine to the CEP on July 8, 2015, however, the Chairman delivered that device to him on August, 1, only. The CEP was supposed to print a total of 800,000 mandates and production unit badges for political party agents and observers. However, a few days before the election, the CEP did realize that they have only 400,000 copies in hand and the hardware, including printers and inks inputs such card stocks were missing. As it was impossible to print the remaining within a short time before the election, he has been made a scapegoat with the responsibility of the August 9 debacle. He left his office with his laptop bag in the presence of several CEP Officials and he handed over the equipment to the administration through his motorcycle driver, who can testify-- he never disappeared with any CEP documents.

He has said that he is not on the run; he is at home, willing to answer and available to the Haitian justice to clarify the situation despite the fact that the electoral institution has already set prosecution against him. In any case, he knows that justice in the country depends on whether you are powerful or helpless and the court judgments will make you white or black accordingly. He resigned from his post mainly because of threats and pressures from few political parties like the Fusion of Social Democrats and the Consortium of political parties. He intends to file a complaint against the leaders of these political parties.

Congressional Representative Maxine Waters wants to donate to Haitian candidates, running for electoral office. She has contacted the House Ethnics Committee and Federal Election Commission to find out if she can make personal donations, and also through political action committees.

The U.S. does not allow foreign nationals' contributions to federal campaigns. But countries such as Haiti do. It is still not known what candidates Waters is interested in donating to.

Haitian-American Tony Bennett has had his candidacy for the Haitian presidency approved by the Electoral Council. A controversy exists though as to whether he can legally hold the office.

His lawyers' interpretations of Constitutional amendments, they claim, allow him to seek office even though he is not Haitian by origin. Rather he ". . . possesses Haitian nationality by origin . . .", in contradistinction "to be Haitian by origin."

Haiti risks losing U.S. Foreign Aid

Assessing Progress in Haiti Act (APHA) of 2014 is an amendment waiting for President Obama's signature. Senator Marco Rubio introduced the legislation.

Passage of APHA would affect U.S. aid to Haiti if the Provisional Electoral Council (PEC) eliminates candidates for political reasons. It has already eliminated ex-Prime Minister Lamothe and he is appealing the disqualification.

If enacted the U.S. Secretary of State would be obligated to give information to Congress on eliminations made for political gain by the PEC.

His father, late Marcel Francois was a native of Croix Des Bouquets. He was a commodity trader and cattle grower, Francois was born as the youngest of seven siblings (three sisters and four brothers), He attended primary school at National School Tertulien Guilbaud in Port au Prince, completed his secondary school studies at Lycée Toussaint Louverture. He is a Masters of Law and Economics (Ohio University), Doctors at Law or Juris Doctor from Northwestern California University, School of Law, founder and executive director of the Global Reach Law Center, He is married to Edline Augustin Francois and has one child. He is an active community organizer, volunteer worker, founder and key member in many social welfare organizations and author of several books. Francois was the President of the political Party KNDA (2001-2006) and presently, the President of the Collectif des Citoyens Engagés pour L'Avancement de la Démocratie en Haïti (CCEADH).

Since the publication of the electoral timetable by the Provisional Electoral Council (CEP) on March 26, 2015, for holding the long overdue legislative and municipal elections, several opposition political parties continue to express their disagreement. The Organization of People in Struggle (OPL) has denounced the announcement as their suggestions were not taken into account. Maryse Narcisse, the coordinator of the Fanmi Lavalas Executive Committee rejected the electoral timetable proposal on the plea that it is not based on reality. Similarly, Charles Henry Baker, the President of "Respè" Party also has denounced the CEP announcement as unimportant and partisan maneuvering.

New Provisional Electoral Council getting ready to organize Elections

Prime Minister Evans Paul installed the Provisional Electoral Council's (CEP) nine new members at a swearing-in ceremony. Senior government officials, diplomats, and public-private sector representatives were present.

Evans said the government is asking for a stoppage of violent protesting so it could hold elections and prepare the way for the CEP to organize them.

The Martelly-Paul government will work for public administration modernization, government decentralization, and improvement of living standards for the people.

Stabilization Mission MINUSTAH Director Edmond Mulet stated following the 2010 Haiti election in general everything goes well, all is quiet.

Created on June 2004, the United Nations Stabilization Mission in Haiti also called MINUSTAH was created by the U.N. Security Council resolution 1542 with the responsibility to restore security in Haiti. This new United Nation force is also responsible to strengthen the Haitian institutions that have become very weak following a series of instability in Haitian government.
The United Nations Stabilization Mission in Haiti, MINUSTAH, was severely affected by the 2010 Haiti earthquake. Among close three hundred people who died in the quake, 96 of them were U.N peacekeepers. This was the biggest single loss of life in the history of UN peacekeeping

In the meantime, two-third of the candidates who participated in the election joined together to denounce the election, accusing the government of widespread fraud, including voter intimidation. Many voters took on the streets on the day of the election to demonstrate their dissatisfaction.
