Philippe Bien-Aime won over another popular Haitian American Jack Despinos with 2/3s of the vote. He became the new District 3 City Councilman in May, 2013.

Philippe Bien-Aime does not have a long career in politic. This was his first run for an elected office. Prior to that, he was a car salesman and business owner

Here is the three major Haitian candidates running in the North Miami election 2013

The mayoral runoff is between Lucie Tondreau and Kevin Burns.

In District 3, you have two Haitian candidates who have been qualified for run-off. The political newcomer Philippe Bien-Aime is facing in the runoff Jacques Despinosse, a former city councilman.

Bien-Aime received 41.3 percent of the votes, compared with Despinosse, who received 27.4 percent.
