For the second time 40 years Haiti is holding its Carnival of Flowers (COF), a three-day celebration. The central events of COF will happen outside Port-au-Prince (PAP).

The reason for COF's displacement from PAP is many hundreds of survivors from 2010's earthquake still remain in tent cities in PAP. But President Martelly is allowing opening-day festivities to occur in PAP so those survivors may enjoy the colorful floats and costumes of the parade. The tent cities are slowly being dismantled.
