This is the Haitian Deputy Arnel Belizaire.

The Deputy of Tabarre and Delmas became popular after the government of Michel Martelly had decided to violate the Haitian law when it decided to put an actual Deputy in Jail.

Since that time, the Haitian deputy has taken several personal fights, including the affair of Haitian President citizenship, the incident at the Haiti Post office and another incident recently at the Haitian Parliament.
