It can only take place in Haiti.How is it possible for men called themselves demobilized soldiers, Remobilized Military, etc., to act with such confidence and arrogance.

Remember Haiti currently has a police force, a seating president and United Nations forces in the form of MINUSTAH

Who is providing security for the Haitian population? certainly, not the current forces.

Is it time to come out and state clearly that the Haitian population has no security?

Should we say that these forces have proved incapable of handling security issues in Haiti?

In 1973, the former Haitian Dictator Jean-Claude Duvalier ("Baby Doc") created 'Leopards' (Corps des Léopards) a personal security force and counterinsurgency unit. The Leopards counterinsurgency unit was created with the U.S support; its participating members required a higher education level to join. With its creation, it took over most of the functions of Haiti's police force. The Leopard Corps consisting 700-members, a tactical unit was based on the outskirts of the capital in Pétion-ville; it was equipped with relatively modern tool for responding to internal threats. Its counterinsurgency functions were often suppressed. Baby Doc created 'Corps des Léopards' in an attempt to balance two powers between the Haitian Armed Forces and the Tonton Macoutes (became the Volontaires de la Securite Nationale or VSN after 1962). However, 'Corps des Léopards' was disbanded within a month of an attempted coup in 1989.

Our friend in the north is the latest to take a public stand in the issue of Military force in Haiti. The government of Canada thinks that the creating a military force in haiti will likely do more arms by removing resources from its Police force.

Insteasd, Canada will support an effort to strengthen Haiti's national police to respond to the currrent security problems in Haiti

Someone who is well qualified to speak on the issue of military in Haiti. Former Colonel Himmler Rebu, with the Grand Rally for the Evolution of Haiti (GREH) thinks that there are people behind the movement of former Haitian military occupation of former bases of FAd'H.

According to former Colonel Himmler Rébu:"Certainly there is a General-Staff Phantom that has decided of logistics plan, of the supply of these men in arms, equipment, uniforms and food. There is certainly a General-Staff Phantom and we want to get out of this underground state"
