The village project Ona-ville is located in the region of Morne-à-Cabri. If you want to reach there you have to cross some five kilometers clay, very powdery road to get to ONA-City in Morne-à-Cabri. The project was initiated by ONA back in 1997 during the period of President Rene Preval as a housing solution for public service holders. But, when it was inaugurated in 2003 during the period of Aristide, became a fiasco; very few people were interested to go there. Now, with the help of an MOU between the Haitian government and ONA ((National Old-Age Insurance Office), the employees of Haitian National Police employees can find their long sought home with a low interest loan (0.50% per month) from ONA which would be deducted from their salary. Presently ninety, residential units in a 125,548 square meters area (1351388 square feet) have been completed in three categories: Type I: 221 Sq meters with five bedrooms, four toilets; Type II: 217 meters with four bedrooms, 3 toilets and Type III: is 196 meters with 3 bedrooms, 2 toilets. As per President Martelly's announcement 400 more units are under the planning stage. The completed ninety units have been inaugurated by the President on Thursday, November 26, 2015, in the presence of Prime Minister Evans Paul, Émmanuel Ménard, the Director General of the ONA and other important officials of the police, government, political and religious circles. The project has cost $18 million to ONA.

President Michel Martelly accompanied by the Executive Director of the Housing Construction Unit and Public Buildings (UCLBP) visited the new housing site in Morne Lazarre, Bourdon Road to hand over the keys to the victims of 16 neighborhoods from the metropolitan area of Port-au-Prince which were destroyed by the earthquake of January 12, 2010. The earthquake flattened the poor hillside neighborhood, leaving only a school building standing as a place of refuge. The project has been built on an area of 2,270 square meters and includes 25 family residential units in two and three levels. Fourteen of these residential units have an area of 60 square meters, five have an area of 70 square meters and six are about 50 square meters area, each. The construction has been completed within 16 months (December 2013 to 16 April 2015) under joint funding of the Haiti Reconstruction Fund (HRF) and the American Red Cross of US$.900000 and executed by the United Nations Office for Project Services.

The Haitian government, under the direction of President Michel Martelly has launched a new project. Kay Pa'm was introduced as a potential to solve the housing problem in Haiti. Without a Prime Minister, the government feels that they can not wait to start addressing the problem of Housing in Haiti that has gotten worst since the 2010 earthquake.

Kay Pa'm Housing Project is not the distribution of free housing. The main point is to facilitate home ownership in Haiti by making financing readily available. With a fund of $ 100 million at their disposition at the beginning, Kay pa'm Housing project intends to accomplish several objectives. The projects wants to create access to private property, promote the process of reconstruction or repair the residential buildings and allow the greatest number of Haitians to have their home
