Someone who is well qualified to speak on the issue of military in Haiti. Former Colonel Himmler Rebu, with the Grand Rally for the Evolution of Haiti (GREH) thinks that there are people behind the movement of former Haitian military occupation of former bases of FAd'H.

According to former Colonel Himmler Rébu:"Certainly there is a General-Staff Phantom that has decided of logistics plan, of the supply of these men in arms, equipment, uniforms and food. There is certainly a General-Staff Phantom and we want to get out of this underground state"
