The government of Jean-Pierre Boyer implemented a policy called the Society for Promoting the Emigration of Free Persons of Color to Haiti.
During the government of Jean-Pierre Boyer, The Haitian government made an appeal to the Black American to come and settle in Haiti. The government offered incentive such as free trips and 10 pounds of coffee per family upon their arrival in Haiti.
