Ronald Nelson, alias Roro Nelson, a close associate of former President Martelly was summoned by the Government Commissioner of Port-au-Prince on April 11, 2016 to appear before the court on April 15, 2016. Since he did not respond to the charges of theft, extortion, and embezzlement of state fund, an arrest warrant was issued against him on Thursday, April 14. During the Martelly regime, he captured properties of more than 50 expatriates. Now, he is a fugitive from Haitian justice. A travel ban has been issued against him. Recently, the Government Commissioner Danton Leger was shocked to see Roro on television performing with former President Michel Martelly in a Haitian musical event in Miami, Florida. As per the news report dated June 2, 2016, by order of Prosecutor Danton Leger, nine former Haitian electoral officials and 11 Cabinet ministers of former President Michel Martelly's administration have been forbidden to leave the country. The order came from the new Government Commissioner of Port-au-Prince Danton Leger, shortly after the release of Verification Commission's report recommending October's presidential first-round election conducted by the former Martelly administration should be "restart from zero" -- because, it was marred by serious irregularities, grave inconsistencies, and massive fraud; only 9% of the total vote cast has been found to be valid. The violation of the Act and commitment of fraud was masterminded at a "high level". The names of two Prime Ministers of Martelly administration Laurent Lamothe and Evans Paul were found on the lists, forbidden to leave the country. As per Justice Minister Camille Junior Edouard, the interim government had nothing to do with the prosecutor's decision. Prosecutor Leger did not respond to a request for comment.

Mr. Eustache Saint-Lot, the former General Manager of BMPAD (Monetization Office of Development Assistance Programmes), was held in custody along with his lawyer Patrick Maitre Lawrence by the Commissioner of Port-au-Prince Parquet, since Friday, May 27 till June 3, 2016. They were kept under an order of the Director of the Public Prosecution at a police station in the capital, awaiting the arrival of the former Minister of Economy and Finance, Wilson Laleau who is traveling abroad. However, they were released later on a bail of 100 million gourdes. Wilson Laleau spent five years in the Martelly administration as the Minister of Trade and Finance. He has been also summoned by the new Government Commissioner of Port-au-Prince. Mr. Jean Danton Léger. As per opinion of the new Government Commissioner Léger, Mr. Eustache Saint-Lot and former Minister Wilson Laleau had given contradictory statements against each other in separate hearings in regard to the management of PetroCaribe fund amounting to $1.5 million. The Commissioner wants to question and hear these two men together in the same place and at the same time "to get the truth out of the bottom of the well."

Since the interim President Jocelerme Privert came to power, he has repeatedly denounced the disastrous state of the public finance and has reiterated his commitment to eliminate the looting of public funds, as much as possible. However, as per the last news, the Government Commissioner Jean Danton Leger is still waiting for Minister Wilson Laleau's return and Minister Laleau has not shown any sign that he will come to the rescue of his friend. There is a general opinion that the PetroCaribe fund was a frequent subject of embezzlement by many political partiers during the regime of Michel Martelly.

He is the son of an agronomist, left Haiti in 1963 for Belgium to study agronomy. After earning a degree, from the Gembloux Agricultural University, he continued his education at the University of Pisa, to work in geothermal sciences. In 1970, when Préval moved to Brooklyn; there he served as a messenger and a waiter. In 1988 after returning to Haiti, he opened a bakery in Port-au-Prince that provided bread to poor children. It was there he met Jean-Bertrand Aristide, who was then a Roman Catholic priest working in the slums. In 1990, when Aristide was elected president, Préval became his Prime Minister (February 1991 to October 11, 1991). Préval was the first elected head of state in Haitian history to peacefully receive power from a predecessor in office and the first President in Haitian history since independence to serve full terms in office. Recently, on 10th May, 2016, Rene Préval was seen standing in the queue at the airport baggage check-in counter, like a common man going for a trip, unnoticed. There was no security, no one to carry his luggage, neither there was any diplomatic room for him. Many consider that he was the only Haitian President who could feel the pulse of Haitian people. He is the same president guy who never hesitated to leave the National Palace behind a motorcycle, because the traffic was congested.
