Rolin Jean (50 yr old), is the newest millionaire in Florida. He is one of the few luckiest men to win the Powerball Jackpot that had reached over $1.5 billion. He has matched the five white balls in Wednesday's (January 13, 2016) historic Powerball drawing. There are two other winners as well in this world's largest jackpot-- one from California and the other from Tennessee. Rolin purchased his ticket from Orion Gas, located at 10301 Northwest 7th Avenue in Miami. The retailer will receive $100,000 for selling the jackpot-winning ticket. The Florida winner's share (1/3rd) of the jackpot comes to $528.6 million, the lotto says. Powerball drawing on January 13, created with an annuity value of $1,586,400,000 was the largest jackpot in world history. The winning white ball numbers announced at 9 p.m. on January 13 were: 8, 27, 34, 04, 19 and the Powerball was: 10.

On the demand of some opposition candidates, the outgoing President Martelly appointed an Independent Electoral Evaluation Commission on December 22, 2015. The report released by the commission on January 3, 2016 clearly concludes that the October 25 election was tainted by irregularities at the polling stations benefitting several candidates through proxy voting and other fraudulent means, committed by their representatives. It further mentions that the Provisional Electoral Commission (CEP) does not have any credibility to hold a free and fair election in the country.

Ricardo Augustin, a representative of the Episcopal Conference was installed as a member of the 9-member Provisional Electoral Council (CEP) on January 23, 2015. He took charge as the treasurer of the CEP and was entrusted with the responsibility of Artibonite department during October 25, 2015 election. He is the Deputy Dean of the Faculty of Economics, Social and Political Université Notre Dame D'Haiti and General director of Institut Haitien de Social Doctrine Chrétienne (IHDOSOC) Haiti (both since 2011). Recently, in an article titled "The Impossible Consensus", he has said that, for last two decades, Haiti is passing through recurrent political crises, although it is nothing new to this country. There are many instances since the beginning, many elected presidents could not complete their terms. However, this time the crisis has reached such a degree that if we do not take prompt, effective measures, we have to disgracefully surrender to the foreign troop.

As per the latest news, the presidential run-off will be held on January 24, 2016-- just two weeks before the deadline for the new president to swear in on February 7. But, there are some problems. The main contestant to this run, second place winner Jude Célestin says he won't take part in the contest. Like other opposition political parties, he also believes that the second election will be nothing but a repetition of the first drama fraught with frauds. Eduardo Gamarra, a political expert from Florida International University in Miami is of opinion that there were frauds in the last election from all participating sides. No single parties to blame, rather many others were actively involved in the felony because of the ineffective electoral system. He also believes that since Martelly cannot run for a second term, he may use Moïse as a sort of puppet in order to stay in power. But he thinks Jovenel would be much more independent than people speculate.

'Delmas' is a district in the West of the capital city Port-au-Prince, an urban continuation of the capital city. Its population is only 15.26% of the metropolitan area of which 54.04% are women. It is a residence dominated area of affluent people with some shopping centers and supermarkets. 'Delmas' is the richest part of the capital city. Two main roadways of 'Delmas' are Autoroute de Delmas and Boulevard de Toussaint Louverture. These roads are numbered in a systematic way: even numbers on the south side and odd numbers on the north side. The residential areas on the hills are very popular and thus 100% of the city is urban. By its economic system, standard of living, infrastructure quality, it is one of the most equipped and developed areas in the country.

With repeated allegations of corruption against the members of Provisional Election Commission CEP and the National Office of Electoral Litigation (BCEN), the National Human Rights Network (RNDDH) has written to Me Ocname Dameus, the Chief Public Prosecutor of Port-au-Prince, for a formal investigation. The letter from the RNNDH starts with the startling disclosure of Gerald Jean, a candidate for lower chamber of Deputy from Ferrier/Perches who paid about $25,000 (in a way like an auction bidding) to obtain a decision in his favor from the National Office of Electoral Litigation (BCEN). Me Ocname Dameus has confirmed the receipt of the National Human Rights Defense Network (RNDDH) letter denouncing the CEP and BCEN and said the investigation has already been started.
Three arrests in connection with killing of Lencie Mirville

The officers from the Central Directorate of Judicial Police (DCPJ) have arrested four suspected kidnappers and murderers of Lencie S. Mirville, on the night of December 19. Lencie Mirville (23 years), a student of the University Quisqueya was kidnapped on December 3rd in Bizoton 51. Despite paying the ransom ($50,000) by her father, the girl's body was found on December 8th, disfigured and wrapped in a sheet at the bottom of a cliff in Morne Karaté. The four persons arrested in this connection by the police are: Desir Jebson aka "Sonson" or "Lapoula", (28 years), Barthelemy Edison (32 years), Jean Francky (42), and William B. Géraldy. The criminals have confessed their crime and the police have confiscated the car used in the kidnapping. One of the kidnappers, "Sonson" was an employee (car mechanic) of the victim's father, who is a pastor. The pastor never realized that "Sonson" was one of the kidnappers. The pastor had given him the ransom money to deliver the kidnappers. "Sonson", the killer of Lencie, to show his innocence, was present during the young girl's funeral and carried her coffin.

In the November 28, 2010 election, Anacacis Jean Hector (born July 20th, 1955) was a presidential candidate from the MODEJHA banner (Democratic Movement of Haitian Youth). Three months before the election, while announcing his intention to run in the November presidential election (without naming the banner, but he mentioned it was other than Fanmi Lavalas) in an interview Hector said if he wins the election, he would offer "total guarantee of immunity to Rene Preval and his wife Elisabeth Debrosse'-- from arrest or deportation in charges of corruption and illegal use of public funds. Then he was a Senator of the Ouest Department, he justified his participation in the presidential contest as, because the INITE party failed to select a candidate after 3 weeks long internal fighting and hypocrisy. Despite privileged relations with the then President Rene Préval, Hector was very much critical of Préval's administration. Presently, as a coordinator of the Jude Celestine's LAPEH party (Ligue Alternative pour le Progres et L'Emancipation Haitienne), he is not interested to team up with Préval anymore because he considers the "great master of truth" is not with us for his policy choice.

The creation of the Independent Commission on Electoral Evaluation was possible with the consensus of the two leading contending presidential candidates Jude Célestin and Jovenel Moïse. The commission can receive support and advice of national and international experts and it is empowered to define its own methodology and decide its scope and extent of investigations. It would analyze the available information concerning the ballots and proceedings of the vote tabulation centers. As per Prime Minister Evans Paul, the main goal of this Commission would be to create political stability in the country and ensure that the voting process is transparent and free from all biases.

On Wednesday, December 16, 2015, the Executive members of the Commission of Electoral Evaluation have appointed Euvonie Georges Auguste as a member of 'Commission of Electoral Evaluation' created by the President and Evans administration. However, the political platform ' Renmen Ayiti' to which she belongs has denounced this appointment and has asked Mambo Euvonie, to renounce her participation in the commission, as the formation of this Commission is contrary to the request of the G8 group which called for an independent commission of inquiry and a transitional government, to properly investigate the fraud allegations of the October election and to hold new and fair elections. Jean Henry Ceant was a member of the G8 and the presidential candidate in the last election under ' Renmen Ayiti' banner.
